It's whimsical, and somehow seems to invoke steampunk even when there are fancy windmills.
It's also almost as if the people are less real than the landscape or buildings! There, but perhaps less enduring or necessary to the place, temporary occupants rather than creators.
The evening ambience is very well done. The sky is still lit, some buildings are still in sunlight, but the lights are on, the streets are dusky, and the people are all in the shadows.
